Basic information:

Entry:	Romania is not part of the Schengen area, therefore any flight from/to another country must arrive/leave for/from an international airport and clear customs/immigration controls.
FPL:	An FPL is compulsory for flights within Romanian airspace. It needs to be filed at least 60 minutes prior to the intended departure time.
Microlights:	According to the European Microlight Federation (www.aero-hesbaye.be/.../flying_in_Europe.pdf), there is no need for special permission for microlights. However, we have not yet been able to verify this information independently.
